- Kindergarten through Grade 12 enrollment effective December 1, 2006, is 13,391 including non-public school students.
- There were 1,959 resident pupils receiving some type of special education service as of December 1, 2006. This represents an incidence rate of 14.6% using K-12 enrollment or 12.39% not counting preschool, birth to 5 years.
- The most significant growth in special education in the past year is in the area of services to students who have speech or language impairment (SL/I). Nearly half (44%) of the special education population fall under the specific learning disability (SLD) or emotional/behavior disorder (EBD) categories.
- During the 2006-07 school year, approximately 247 full time and part time licensed staff and approximately 258 non-licensed staff provided direct or indirect services to students with disabilities. Translated to FTE&'s (full-time equivalent number of staff), this equals approximately 238 licensed staff and 240 non-licensed staff.
- The State of Minnesota has mandated eligibility criteria for all disabilities; students must have a disability and be in need of special education to be eligible for services.
- Students included under the umbrella of special education include the following categories: Autism Spectrum Disorders (ASD), Deaf-Blind (DB), Deaf and Hard of Hearing (DHH), Developmental Cognitive Disability: Mild to Moderate/Moderate-Severe (DCD-MM, DCD-MS), Early Childhood Special Education (ECSE), Emotional or Behavioral Disorders (EBD), Other Health Disabilities (OHD), Physically Impaired (PI), Severely Multiply Impaired (SMI), Specific Learning Disability (SLD), Speech or Language Impairments (S/LI), Traumatic Brain Injury (TBI), and Visually Impaired (VI).
- Key principles that govern special education services are:
- All students with disabilities are entitled to a free and appropriate public education.
- Students with disabilities should be educated to the maximum extent possible with non-disabled peers.
- An Individual Education Plan (IEP) or an Individual Family Services Plan(IFSP) will be written for all students with disabilities and will include information on the present level of performance, special education needs, individual goals and objectives for each student, and criteria to determine achievement of those goals and objectives.
- Parents will be involved in all planning activities related to their child with a disability.
